POSITION DESCRIPTION

The Tribal Administrator is responsible for the daily operations of assigned Tribal departments and programs, including all contracts and grants services, as directed by the authority of the Fallon Business Council and under day-to-day supervision of the Tribal Chairman. The Tribal Administrator works under direction of the Chairman to carry out the goals and objectives of the Fallon Business Council (FBC), which governs the Fallon Paiute-Shoshone Tribe. The Tribal Administrator performs his/her duties and responsibilities in recognition that the FBC is the final authority for the Tribe and works within their direction and guidance, as well as in compliance with Tribal laws and Tribal policies. He/she has the overall responsibility of overseeing all Tribal departments and programs.

 

ESSENTIAL DUTIES & RESPONSIBILITIES


  1. Oversees all Tribal departments and programs; develop and train employees and delegate tasks and responsibilities to them in an effective manner; to plan and coordinate the functions of tribal operations in areas of personnel, property, and program management.

  2. Provide leadership in planning, organizing, coordinating, and staffing components of the tribal government at FBC direction.

  3. Develop and draft policies, procedures, and other assigned documents at the direction of the Chairman and/or the FBC and to implement those upon adoption by the FBC; to make policy recommendations to the Council on management analysis and need.

  4. To pursue objectives and activities identified by the Council and report back regularly to the Council on the status those objective and activities.

  5. Coordinates with grant personnel of the Tribe to ensure programs are meeting grant deliverables and oversees grants administered by tribal departments and programs with respect to overall goals and objectives established within the scope and purpose of the grants.

  6. Coordinates department head meetings to review policy directives and obtains progress reports on a periodic basis. Evaluates the effectiveness of programs, identifies administrative problem areas, develops and implements corrective action plans in coordination with department heads.

  7. At direction/assignment of the Council, reviews and researches contract/grant agreements and contracts for services or leases to ensure that the Tribe is receiving the maximum benefit while reducing and/or eliminating risks to the Tribe; and to ensure compliance and accountability with contracts and grants.

  8. Works with the Treasurer and Finance Department to implement approved budgets and subsequent modifications, monitors and evaluates assigned department and program budgets in coordination with quarterly budget meetings with the Council.

  9. Participates at tribal events and functions on request of the Council; meets and greets all dignitaries who are visiting or attending functions at tribal offices.

  10. Takes corrective action when fiscal, contracting, personnel, or other administrative problems are identified and notifies the Chairman of the actions.

  11. Provides regular periodic reports to the Fallon Business Council concerning the status of all assignments, duties, deadlines, projects and functions of the various programs and activities.

  12. Attends all regular Fallon Business Council meetings; attends other special, closed, executive sessions/meetings of the Council as requested by the Chairman and/or Council.

  13. Performs other related duties as directed by the Chairman or as directed by the Fallon Business Council through official vote, motion, and/or resolution.

 

KNOWLEDGE, SKILLS & ABILITIES


  1. (a) Bachelor degree in Business or Public Administration or a related degree with four (4) years of

successful work experience as an administrator or in a position of equal responsibility; or

(b) Associate degree in Business or Public Administration or a related degree with six (6) years of

successful work experience as an administrator or in a position equal responsibility; or

(c) A minimum of eight (8) years in an administrator level capacity and/or combination of education,

training, and experience in community development, business management, supervision, and

administration

POSITION DESCRIPTION

This position is responsible for overseeing the management of the Tax and TERO Department and all related operations including compliance and enforcement of the Fallon Paiute-Shoshone Tribe TAX and TERO laws: Verifies calculations, collection of tax returns and licensing fees due to the Tribal government including collection of TERO Fees. Review contracts for TAX and TERO compliance as needed. Review and revise the tribes Tax Code and TERO Ordinance for updates as necessary. Establishes and maintains public relations with civic, county, state and federal agencies. Promotes and highlights the skills and resources of the local workforce and the Fallon Paiute-Shoshone Tribe by creating job opportunities through utilization and implementation of the TERO ordinance. Planning and research of training opportunities for tribal members. Assist tribal members with training opportunities to obtain employment. Enforce the TERO Ordinance with contractors and ensure compliance is enforced.

 

ESSENTIAL DUTIES & RESPONSIBILITIES


  1. Oversee the day to day operations of the Tax and TERO Department and its staff.

  2. Review bids, contracts, lease agreements for tax compliance with the Economic Development Department
    and the Fallon Business Council.

  3. Attend pre-construction meetings with contractors to discuss tax and tero compliance

  4. Implement and monitor new and existing taxes for the Tribal Government

  5. Ensure purchasing and procurement processes are in compliance with the Tribes Financial Policy.

  6. Prepares annual Tax and TERO Department Budgets (i.e. budget modifications)

  7. Review the current tax laws, both federal and state and be able and willing to communicate with outside
    entities in a professional manner.

  8. Verify accuracy of taxpayer records and tax returns including accuracy of the TERO Compliance Agreements
    to ensure there are no discrepancies or delinquencies

  9. Attend Fallon Business Council meetings as needed.

  10. Contact taxpayers in an effort to promote tax compliance and notification of noncompliance and taxes due.

  11. Performs work to ensure compliance and enforcement of the Fallon Paiute-Shoshone Tribe tax and tero
    ordinances and regulations.

  12. Prepare Tax Exempt Letters as needed for tribal members residing on the Fallon Paiute-Shoshone Tribes
    Reservation and contractors for delivery of materials.

  13. Establish a tribal hiring hall and certifies qualified Indian applicants. Develops and maintains a register setting
    forth the names of Native American individuals by trade and Native American owned firms certified for
    Indian preference.

  14. Responsible for collecting the Tribal Employment Rights fee from all covered employers/contractors.

  15. Implement the TERO guidelines for Indian preference and ensure responsibility of contractors to hire utilizing
    the Indian Preference in Employment.

  16. Act in conjunction with the Human Resources office on behalf of any individual, in cases of possible
    employment discrimination on TERO projects; such investigations and attempted resolution of cases may
    require the use of available Tribal, State and Federal resources and laws.

  17. Prepares compliance agreements/plans for local employers and contractors; maintains a variety of record
    keeping systems and statistical data to ensure proper accounting of Indian preference individuals served and
    for use in attempting to secure funding for the TERO program. Inspects any and all non-privileged information
    set forth in the books and records maintained by any covered employer for the purpose of ensuring continued
    TERO compliance.

  18. Educate potential employers and contractors, subcontractors, county, state and federal agencies.

  19. Collects TERO fees and levies fines against contractors who violate the ordinance.

  20. Develop forms and procedures to be utilized by the TERO office, forms and procedures to be approved by the
    TERO Commission. Maintain the TERO administrative process including, intake, complaints processing,
    hearings, court proceedings and imposing of sanctions against parties found guilty of TERO violations.

  21. Performs regularly scheduled on-site inspection of all TERO jurisdiction work location and/or reviews weekly
    workforce reports and payroll records in order to monitor employment and contracting activities.

  22. Responsible for quarterly reports to supervisor, TERO Commission as requested; responsible for compliance
    with duties and responsibilities outlined in the TERO Ordinance for the Fallon Paiute-Shoshone Tribe.

  23. Work with Human Resources to develop and maintain a current list of Tribal manpower resources.

  24. Interview and prescreen individuals who meet the minimum requirements for the placement with private
    employers/contractors.

  25. Meet with employer/employees after placement to evaluate TERO Ordinance compliance.

  26. Maintain a current list of certified Native American owned companies in the Fallon area.

  27. Coordinate and plan trainings with local and outside agencies.

  28. Conduct regular research on employment opportunities in the local and surrounding area

  29. Maintain and update a skills bank with TERO Clients for consideration of employment opportunities

  30. Work with Tribal Departments on temporary work assignments for TERO Clients

  31. Other job related duties as assigned by the supervisor.

EDUCATION & EXPERIENCE:


  1. Bachelor’s Degree in Business, Finance and/or Accounting, and (2) years’ experience in taxation or
    equivalent combination and (2) years of related experience or four (4) years of work experience in
    TERO, Human Resources, safety, construction or business management.

  2. Minimum of three (3) years management/supervisory experience. This is to include supervisory duties as
    well as office operations duties.

  3. The incumbent must pass a background check, pass pre-employment and ongoing random drug testing, have

POSITION DESCRIPTION

The Community Learning Center Director has full responsibility for providing a wide-range of services designed to ensure the educational success of tribal learners of all ages while building and maintaining the Fallon Paiute-Shoshone Tribal cultural identity and assisting to provide for the health, education, economy and social wellbeing of our members and future members; and to preserve and promote our culture, language and religious beliefs and practices and pass them on to our children, our grandchildren and to their grandchildren. The Director will develop and oversee implementation of the comprehensive academic services, including curriculum and assessments, will be a key liaison between Tribe and local educational agencies (LEA), and will work closely with staff to develop activities integrated with academics, cultural, and the tribal community. The CLC Director will coordinate services, and secondary, post-secondary, adult basic education /GED, after-school programs, comparing them to the established objectives, and taking steps to ensure that appropriate measures are taken to correct unsatisfactory results.

 

ESSENTIAL DUTIES 7 RESPONSIBILITIES


  1. Oversee the development and execution of academic and cultural programming and curriculum content consistent with the LEA standards, customs, and traditions of the Fallon Paiute-Shoshone people, and with the CLC’s mission and program goals.

  2. Supervises and regularly evaluates staff and program effectiveness

  3. Develops, implements and maintains program budgets; creates, prepares and submits grant applications/paperwork; monitors and maintains grant funded projects ensuring compliance with applicable guidelines; ensures program activities align with grant/contract requirements; facilitates collection of and analyzes data; prepares special and recurring reports

  4. Develop, monitor, and enforce procedures and policies for the safe and effective operation of the overall learning center.

  5. Serves as a liaison between the Tribe, local schools, and parents/Tribal community to strengthen and enhance the relationship between all parties. Meet regularly with principal/administrators/teachers and work closely with LEA staff.

  6. Collaborate and engages FPST elders, students, parents, tribal programs and all community embers to improve the academic, social, and well-being of all participants

  7. Administers the Tribe’s higher education program, adult education program, adult vocational training, enrichment programs, and participant transportation

  8. Creates and facilitates workshops, forums, and institutes for Tribal members, schools, and public on the Fallon Paiute-Shoshone culture, belief, and languages

  9. Supervise library development and maintenance

  10. Develops and modifies curriculum to meet the needs of individuals via hands-on developmentally appropriate and highly interactive methods

  11. Coordinates computer labs and equipment and software updates

  12. Manage and maintain daily operations of afterschool and summer break programs, including but not limited to: monitoring attendance, enrollment/assist with registration process, ensure daily safety of participant’s appropriate staff-to-participant ratio, and effectively handling discipline and disruptions to the learning center environment

  13. Develop and coordinate professional development, academic outreach, adult vocational, and support workshop opportunities for individuals for secondary and post-secondary opportunities

  14. Develop and oversee student achievement plan to improve graduation rates and post-secondary institution success. With program staff, conduct ongoing outreach at schools and in the community, including classroom presentations, guest workshops, and participating at relevant events

  15. Maintain frequent and regular communications with participants and the community through correspondence, newsletters, website, one-on-one meetings, etc. as appropriate

  16. Maintain cleanliness in all program areas; including the upkeep of the equipment and facility in an acceptable manner and the set-up and breakdown during the program day to contribute to ongoing efforts to keep the center orderly
