NOTE: This position is currently listed as "Onsite"; however, the Assignment under this request will provisionally be "Hybrid", working 7.25 hours per calendar day, sometime between 8:00-5:00 PM (excluding lunch breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment you will be under the discretion of the Hiring Manager's requirements for the Project you are assigned to.

Must haves:

  • Demonstrated experience in providing regular progress updates and reports to various audience levels including Project Managers, project Sponsors, Executive Sponsors.
  • Proven data analysis skills to collect and synthesize data and make data driven recommendations.
  • Experience in large scale public safety IT projects.

Description

  • Work with management on creation and or delivery of business communications.
  • Work with project team to ensure successful business adoptions is achieved for the Public Safety Radio Network (PSRN) project.

Experience and Skill Set Requirements

  • Supports the Governance and Communications Management team by delivering documentation, process flows and reporting analysis on project deliverables.
  • As part of the OCM team, supports the development of communication strategies, plans and deliverables and tracks their delivery.
  • Conducts business analysis; develops process flows and guides, documents roles and responsibilities for multiple streams.
  • Develops templates for communications for the purpose of re-use across multiple streams.
  • Supports/creates the design of power point presentations, and other communication solutions for stakeholder and internal presentations and information sharing.
  • Tracks and documents data from project information (i.e. user equipment, service readiness) using multiple Microsoft tools (visio and excel). Using business intelligence tools, develop dashboards and scorecards to support project reporting.
  • Provides regular progress updates and reporting at various audience levels; including regular input and updates to the Project Managers, project Sponsors, Executive Sponsors, and ministry partners.
  • Collaborates with teams in Project streams and with ministry partners on documentation and communications as per the PSRN Communication Plan.
  • Leads and conducts business analysis to assess develop process flows, roles and responsibilities and system inputs to support new business processes.
  • Develops dashboards, reports and scorecards to support cross stream reporting, analysis and progress reports.
  • Monitors progress of communication activities and deliverables and reports regularly to the management and clients' decision makers.
  • Develops performance measures for business analysis evaluation and conducts follow-up.
  • Stakeholder management of diverse stakeholders with different interests.
  • Participate in Knowledge transfer.

Skills and Knowledge:

  • Proficiency in Office productivity and collaboration tools (such as powerpoint, excel, word, sharepoint, visio, teams and outlook.
  • Experience in developing process flow diagrams, roles and responsibilities descriptions and development or processes/procedures.
  • Technical writing skills to develop procedures and processes.
  • Data analysis skills to collect and synthesize data and make recommendations based on data collected.
  • Organizational change management and development of I&IT communications experience.
  • Demonstrated experience creating content in an engineering, IT or technical environment.

  • Past experience in business analysis.
  • Validate and document business process and system processes as required.
  • Experience in documenting, creating visual pleasing presentations using a wide range of tools and techniques.
  • Demonstrated experience delivering a wide range of documentation both business and technology focused, including business requirement documentation, use case documentation, business workflow, IT process flow.
  • Experience with gathering data requirements and writing report specifications and developing reports, dashboards and report-cards.
  • Experience in working with large scale, complex IT projects delivering mission critical IT solutions, including desktop applications, web/mobile applications, telephony, radio, etc.
  • Demonstrated experience in bridging the business/IT communication gap to successfully deliver on IT implementations.
  • Experience in understanding and accurately translating business problems into technology requirements documents that support technology solution development using a wide range of tools and techniques.
  • Experience working on concurrent projects and managing competing priorities.
  • Develop, contribute and/or validate communication material to support the communications strategies and plans.

Telecommunications and radio network experience in a large public sector entity - 15 points

  • Knowledge and experience both in strategic and operational public sector governance models, experience managing complex, multi-unit, multi-stakeholder and multiple levels of public sector executive stakeholder project team, experience with public sector ITSM and ITIL processes and policies, ability and demonstrated experience developing mutually beneficial relationships with public sector entities.
  • Strong experience of working on Public Safety Radio/telecom domain. Demonstrated experience of working with multiple stakeholders in a broader public sector (BPS) environment.
  • Experience of projects involving, network design, civil structures, user equipment distribution and operations.
  • Experience with projects involving large number of users (over 30,000), meeting their business requirements, training and communications needs etc.
